Monsignor Rob has served as a Police Chaplain for many years. A Police Chaplain serves those who serve others. Additionally, Rob is a licensed as a Master Peace Officer in Texas, aside from his ordained ministry.

The silver Texas "Peco badge" seen above is one that is most seen in featured movies and television shows. It is similar to Texas Ranger peco badges. Texas Ranger badges are also made from actual silver Mexican Pecos. A silversmith who makes Ranger badges for the Texas Department of Public Safety made this one for Father Rob. It was given to him as a gift. Rob served in the 22nd Judicial District of Texas as a protective detail deputy, guarding several sitting judges. Aside from his license as a Master Texas Peace Officer (Police Officer), he holds licenses as a Special Investigator (Sexual Assault, Child Abuse & Family Violence), Crime Prevention Inspector, and as Police Academy Instructor. During his law enforcement career he was privileged to have Commendations from the Texas and United States Senate, along with several Commendations from Mayors and Chiefs of Police.

Father Rob's has his professional education in Criminal Justice Administration with distinctions in pastoral counseling. He's served as a hospital, hospice, and police chaplain for over a decade.
In addition to his professional & seminary education, he is certified in the areas of Pastoral Counseling and is a member in the Conference of International Professional Police Chaplains. He has over 5000 clock hours in service as a hospice/hospital chaplain.
Having both a formal Catholic and Protestant theological education, it helps Fr. Hall relate to his clients more fully.

Ecumenical Cathoilc Information & History
The Ecumenical Catholic Diocese of South Texas is part of the Old Catholic Church in the United States. We are a Old Catholic, non-papal, authocephelous Catholic jurisdiction in full Apostolic succession, that is welcoming of all people (and recognized as a fully valid licit Catholic jurisdiction by Rome if that is important to you personally).
We proclaim the unconditional love and compassion of God, which embraces every human person regardless of their state of condition in life. We acknowledges the primacy of the Gospel of Jesus Christ and power of the Holy Spirit to speak in our every day life. We are a member of the Ony, Holy, Catholic, and Apostolic Church established by Jesus Christ to bring the Gospel to ALL people.
Our liturgy is similar to anyone from the main body of Christian tradition - Roman/Anglican/Lutheran. We maintain our Catholic root, however are not under Roman Catholic jurisdiction.
Our salient feature is our OPEN and DIRECT witness to the disenfranchised of modern society. For example, all of our orders of clergy are open to men and women as well as single and married persons. We also view the marital commitment of hetrosexual, gay male, and lesbian Christian couples to be exactly equivalent in value and sacramental validity.
We are building a community of ministry, justice, healing, and worship. As "Old Catholics" - we acknowledge a common Baptism and Eucharist, or what the two greatest sacraments represent -- One God; One Creator of us all, who is beyond all things, yet in all things; the same.
We uphold the freedom of individuals, while celebrating the Oneness of God. "...In essentials, unity; in non-essentials, diversity; in all things, charity."
Jesus models for us, the INCLUSION that God has for all people. Jesus rejected no one, and we don't either! No one is without sin. Nor should we judge others. That is for God alone. We understand that precepts of the Church help us develop our moral and ethical lives. Likewise, a well-formed conscience becomes the grounding force for healthy living. As the Holy Spirit guides the Church, we come to new insights and understandings.
A healthy Catholic faith is based in the scriptures, magisterial teaching and Apostolic traditions, coupled with reason, intelligence, and a well-formed conscience. This is a faith OPEN to God's ON-GOING revelation. It is NOT about maintaining the way things have "always been!" As the Psalmist sings, God writes straight with crooked lines. Our Lines of Apostolic Succession are as follows:
+ The Duarte'-Costa Succession (Roman Catholic)
+ The Utrecht Succession (Old Catholic)
+ The Vilatte Succession (Anglican)
As established at a 2005 Synod, these three apostolic lines will be retained as our Church's Official lines of Apostolic Succession. While some bishops have also received other lines through their Consecrator, or C0-consecrators, these three lines are recognized as our primary lines, and all of our bishops have been ordained in these lines. All future bishops, either newly ordained or incardinated in this Communion will also receive these lines through the imposition of hands by a representative of the Council of Bishops holding all three lines.
Since we are in dialogue with the North American Conference of Old Catholic Bishops, who is in dialogue with the (Official) Church of Utrecht regarding potential communion - we agree NOT to consecrate any future bishops without full approval of the National Conference. As Old Catholics, we refer to the primacy of the Holy See of the Archbishop of Utrecht. (Similar to Romans to the Bishop of Rome, and Episcopals & Anglicans to the Archbishop of Canterbury.)
The current bishop(s) of this Communion do not consider it appropriate and therefore will not engage in any activity of going about gathering other lines of Apostolic Succession in order to enhance their own or the Communion's Apostolic resume'. The Council is confident in the validity of these three lines as well as our bishop's individual and collective shared lines.
